Paper Review Regulation

Article 1 (Scope)
The review of academic papers and general essays submitted to the Journal of Agricultural, Life, and Environmental Sciences (hereafter referred to as “the Journal”) shall be conducted in accordance with these regulations.
Article 2 (Acceptance of Paper)
① The review, acceptance, order of publication, and printing of manuscripts published in this journal shall be managed by the Editorial Board. Submitted manuscripts shall not be returned. However, if a manuscript is rejected, it may be returned electronically upon the author’s request.
② Upon receipt of a manuscript, the Journal shall notify the author.
Article 3 (Review Method)
① Submitted papers shall be assigned to reviewers via the online system.
② Manuscripts submitted under Paragraph 1 shall be reviewed through a rapid review process.
Article 4 (Selection of Reviewers)
① Members of the Editorial Board shall be appointed by the Chair of the Board, taking into account their academic disciplines and areas of expertise.
② Reviews shall be conducted by at least two in the same or closely related fields.
Article 5 (Review Schedule)
① Reviewers shall complete the manuscript review within two weeks of assignment and submit their comments to the Editor-in-Chief.
② The Editor-in-Chief shall notify the author(s) of the review results within one week.
③ If a reviewer does not submit the review within the deadline without a valid reason, a reminder will be sent in the name of the Editor-in-Chief. If no response is received within two weeks, the reviewer may be replaced.
Article 6 (Expedited Review System)
① Under the expedited review system, the first review shall be completed within one week of receipt. A prompt decision regarding publication shall be made. However, if the result is “reconsideration” or the publication status is unclear, additional time may be required.
Article 7 (Review Process and Results)
① Reviewer identities shall remain confidential, and the authors’ identities shall not be disclosed to the reviewers.
② Review results shall only be disclosed to the authors.
③ The Editorial Board members shall assess whether submitted manuscripts comply with the Journal’s submission guidelines before proceeding to review.
④ At least two Editorial Board members shall be selected for the review process. The Chair of the Editorial Board may also serve as a reviewer.
⑤ The review results are categorized as follows:
1. Acceptance: Suitable for publication without revision.
2. Minor revision: Can be published after revision and approval by the Editor-in-Chief without further reviewer evaluation.
3. Major revision: Requires substantial revisions; reviewers must re-evaluate the revised manuscript.
4. Rejection: The manuscript is deemed inadequate or insufficient for publication in the journal.
⑥ Post-review decisions shall be made as follows:
1. If all reviewers give an “Acceptance,” the manuscript will be published after final approval by the Editor-in-Chief.
2. If the review results are “Acceptance and Minor revision,” “Acceptance and Major revision,” “Minor and Major revisions,” “Minor and Minor revisions,” and “Major and Major revisions,” the Editor-in-Chief shall request the author(s) to submit a response and revised manuscript.
3. If the review results are “Major revision and Rejection,” the Editorial Board shall determine whether to publish.
4. If the review results are “Acceptance and Rejection,” the Editorial Board shall decide on publication.
5. If the review results are “Minor revision and Rejection,” the Editorial Board shall decide on publication.
6. If all review results are “Rejection,” the Editorial Board shall reject the manuscript. However, the author(s) may file a rebuttal argument.
7. If all review results are “Acceptance,” the Chair of the Editorial Board shall confirm the acceptance.
8. If the review results are “Minor and Major revisions,” the Editor-in-Chief shall request revisions from the author (s).
Article 8 (Final Publication Decision)
The chair of the Editorial Board shall decide to make the final publication decision based on the comments of the reviewers and evaluations made by the Editorial Board members. If the author(s) does not submit a revised paper within six months without a valid reason, the manuscript will be considered withdrawn. For resubmission, the complete submission and publication process must be followed again. However, an extension may be granted to revise the manuscript if additional experiments or substantial work are required, with Editorial Board approval.
Article 9 (Rejection Criteria)
① A manuscript shall be rejected if any of the following conditions apply:
1. Violation of Publication Ethics and Research Ethics Regulations of the Agricultural and Life Sciences Research Institute, Kangwon National University, as determined by the reviewer, Editorial Board, or Chair.
2. Failing to submit a revised manuscript and response within six months of a revision request.
3. Failure to respond to editorial inquiries within two months of receiving the query.
② If a paper is rejected, the reviewer shall specify a reason for their rejection in review comments, and the author(s) must be notified accordingly.
Article 10 (Rebuttals)
Author(s) may rebut a review decision by submitting a written statement to the Editorial Board within one month of notification of the final decision. The Editor-in-Chief shall review the appeal and respond, either independently or after consulting with the Editorial Board.
Article 11 (Acceptance of Paper)
Unless there are exceptional cases, accepted manuscripts shall be published without delay.
Article 12 (Withdrawal of Published Paper)
① If scientific error is found post-publication, the Editorial Board may withdraw the paper after review. The reason(s) for withdrawal must be specified.
② If research ethics misconduct is discovered, the matter will be immediately referred to the Research Ethics Committee. If research ethical misconduct is confirmed, appropriate actions shall be taken in accordance with Article 9 of the Management Guidelines of the Korea Research Foundation's Journal Registration System.

제1조(대상) 농업생명환경연구(이하 학술지)에 투고되는 학술논문과 총설 등의 심사는 본 규정에 따른다.

제2조(논문의 접수)
① 본 학술지에 게재되는 원고의 심사, 채택여부, 게재순서 및 인쇄체제는 편집위원회에 일임하며 일단 제출된 원고는 투고자에 반환하지 않음을 원칙으로 한다. 단, 게재불가인 경우는 투고자가 원할 경우 온라인으로 반송할 수 있다.
② 논문이 학술지에 접수된 후 연구원은 접수내용을 저자에게 발송한다. -
제3조(심사방식)
① 접수된 논문은 온라인으로 심사위원에게 의뢰함을 원칙으로 한다.
② 1항의 접수된 원고는 다음의 심사절차로 신속히 이루어짐을 원칙으로 한다. -
제4조(심사위원의 선정)
① 편집위원은 분과 담당 편집위원의 학술적 분야 및 전공을 고려하여 편집위원장이 위촉한다.
② 제출논문의 심사는 동일유사 분야의 전문가 2인 이상을 위촉하여 시행한다. -
제5조(심사일정)
① 심사위원은 논문심사를 위촉받은 후 2주 이내에 심사를 종료해야 하며 심사의견을 본 편집위원장에 제출하여야 한다.
② 편집위원장은 심사위원의 심사결과를 1주 이내로 저자에게 통보한다.
③ 1항의 원고가 특별한 사유없이 기한 내에 도착하지 않을 경우에는 편집위원장 명의로 독촉 안내하며, 2주 이내 도착하지 않을 경우에는 다른 심사자로 교체할 수 있다. -
제6조(긴급심사제도)
① 긴급심사제도는 접수 후 1주일 이내에 1차 심사를 완료하여 논문의 게재여부를 조속히 판정한다. 단, 심사결과가 "재심"등으로 판정되어 게재여부가 불확실할 경우에는 게재여부의 판정이 다소 지연될 수 있다. -
제7조(심사과정 및 결과)
① 심사위원의 명단은 일체 비밀로 하며, 심사위촉 시 심사위원에게 저자를 비공개하여 심사한다.
② 심사된 논문의 심사결과에 관한 사항은 저자 이외에는 외부에 공개하지 않는다.
③ 편집위원은 원고가 논문의 투고 규정에 따라 작성 되었는지를 판단하여 논문의 심사여부를 진행을 판단한다.
④ 논문의 심사는 편집위원이 2인 이상을 선정하고 편집위원 또는 편집위원장이 심사위원의 역할을 수행할 수 있다.
⑤ 심사결과는 다음 중의 하나로 판정한다.1. 게재가: 원고의 수정 없이 채택할 수 있는 경우
2. 수정 후 게재: 수정사항이 경미한 것으로 저자수정 후 심사위원의 추가 심사없이 편집위원장의 확인으로 게재가 가능한 경우
3. 수정 후 재심: 수정사항이 중요하거나 내용의 보완이 필요한 것으로 수정 보완한 결과를 심사위원이 다시 확인할 필요가 있다고 판단되는 경우
4. 게재불가: 원고의 내용이나 수준이 논문집에 게재하기에는 적절치 못하거나 미흡하다고 판단되는 경우
⑥ 5항의 심사결과 구분에 따라 다음과 같이 후속조치를 진행한다.
1. 심사결과가 모두 “제5항제1호”인 경우는 편집위원장 최종 확인 후, 게재처리 한다.
2. 2인의 심사결과가 “제5항제1호, 제5항제2호”, “제5항제1호, 제5항제3호”, “제5항제2호, 제5항제3호”, “제5항제2호, 제5항제2호”, “제5항제3호, 제5항제3호”를 포함할 경우, 편집위원장은 저자에게 심사결과를 통보하여 저자의 답변서와 수정본을 제출을 요청한다.
3. 2인의 심사결과가 “제5항제3호, 제5항제4호”를 포함할 경우, 편집위원이 게재가부를 결정하고 편집위원장이 확인한다.
4. 2인의 심사결과가 “제5항제1호, 제5항제4호”로 상이할 경우, 편집위원이 게재판정을 결정하고 편집위원장이 확인한다.
5. 2인의 심사결과가 “제5항제2호, 제5항제4호”로 상이할 경우, 편집위원이 게재판정을 결정하고 편집위원장이 확인한다.
6. 심사결과 모두 “제5항제4호” 인 경우 편집위원이 게재불가 판정을 하고 편집위원장이 확인한다.(단, 저자는 이의 신청을 제기할 수 있다.)
7. 최종 총평 심사결과 “제5항제1호”의 경우는 편집위원장은 최종게재판정을 진행한다.
8. 최종 총평 심사결과 “제5항제2호”, “제5항제3호”의 경우는 편집위원장은 저자에게 심사결과를 통보하여 저자는 답변서와 수정본을 제출을 요청한다.
제8조(게재여부 결정) 편집위원장은 심사위원과 편집위원의 의견을 토대로 게재여부를 결정한다. 저자가 논문의 수정을 요청받고 특별한 사유없이 6개월 이내에 수정논문을 제출하지 않을 경우, 게재불가와 동일하게 취급하며, 이후 저자가 재제출을 원하면 신규투고와 동일한 절차를 밟아야 한다. 단, 추가 실험 등 원고 수정에 상당 기일이 필요할 경우 해당 편집위원의 승인을 얻어 수정기간을 연장할 수 있다.
제9조(게재불가)
① 다음에 해당할 경우 "게재불가"로 확정한다.1. 심사위원, 편집위원, 또는 편집위원장이 제출된 논문이 강원대학교 농업생명과학연구원 출판윤리 및 연구윤리 규정을 위반했다고 판단할 경우, 농업생명과학연구원 출판윤리 및 연구윤리 규정에 따라 게재 불가를 판정한다.
2. 저자가 재심요청을 받은지 6개월이 경과하도록 수정원고와 답변서를 제출하지 않은 경우
3. 저자가 편집위원회의 질의를 받은지 2개월이 경과하도록 답변서를 제출하지 않은 경우
② 논문이 게재불가로 판정될 경우 해당 논문을 심사한 심사위원은 게재불가의 이유를 심사의견서에 구체적으로 명시하여야 하며, 저자에게 논문의 반송 또는 심사위원의 심사의견서 등 그 사유를 통보하여야 한다.
제10조(심사판정에 대한 이의제기) 심사판정에 대하여 저자가 이의를 가질 때에는 1회에 한하여 최종판정일로부터 1개월이내에 편집위원회에서 서면으로 이의를 신청할 수 있다. 편집위원장은 서면으로 접수된 이의신청을 검토한 후 사안에 따라 직접 처리하거나 편집위원회에서 논의하여 처리하고 저자에게 그 결과를 서면 통보한다.
제11조(논문의 채택) 특별한 사유가 없는 한 투고된 논문은 신속히 게재하여야 한다.
제12조(출판논문의 철회)
① 논문이 출판된 후 과학적으로 심각한 오류를 발견하여 저자, 편집위원장, 편집위원 또는 해당 심사위원의 요청이 있을 경우에는 편집위원회는 이를 판단하여 심의 후 논문의 철회를 판단할 수 있으며 이 경우 구체적으로 사유를 밝혀야 한다.
② 연구윤리부정행위가 발생할 경우, 그 즉시 연구윤리위원회로 회부된다. 연구윤리부정행위가 확인될 경우, 한국연구재단 학술지등재제도 관리지침 제9조에 따른 제재조치를 취한다.

이 규정은 2022년 05월 25일부터 시행한다 (개정 2022년 05월 25일).
